The Mercado District of Menlo Park is the first major project in the City of Tucson's Rio Nuevo project. The Rio Nuevo project focuses on the history, culture, and tradition of Tucson, with the goal of bringing together existing neighborhoods, cultural ameniteis, and new residents into the city center to create a vital, mixed-use downtown community.

Rio Nuevo is a 62-acre project that straddles Interstate 10 around downtown Tucson. Menlo Park, of which the Mercado District is an extension, is located in the northwest quadrant of Rio Nuevo, adjacent to the proposed University of Arizona Science Center, Arizona Historical Society Museum, and Arizona State Museum. To the south is the Tucson Origins historic park complex, which will include a reconstruction of the Convento San Agustin and Mission Gardens.
